SPACE EMPIRES V - PBW KING OF THE HILL LEAGUE
K.O.T.H. LEAGUE REGULATIONS

The PBW King of the Hill league (K.O.T.H.) is an open league available to all Space Empire V players. The goal is to provide an ongoing arena for players to compete against one another and test their skills. It is strictly for fun and there is no fee to join and no prizes will be awarded.
The format of the K.O.T.H. league is simple. The league or "Hill" has a base, a middle, and a top. New players start at the base of the hill and are paired up with another player at the base and play a one on one game of SEV. The winner moves up to the middle of the hill. The loser stays at the base and plays the next available player. Players can return to the base as many times as they wish for as long as they are in the league. Players can leave and rejoin the league at their convenience, but they always join at the base. If a player wants he can take a break and when returning he continues from the level where he was before the break. However if the King takes a break he drops one level down.
Play can begin at any time between two players. Players at all levels are matched up on a first come first served basis. No seeding is done.
All games in the K.O.T.H. league are one-on-one games of SEV and are to be
played on PBW.
The default game settings for K.O.T.H. League games will be:
Mod: Kowk's Balance Mod
Override InvConfiguration Slots will be set to true. This will force all shipsets to use the same configuration.
Map: small spiral arm
manual placement of starting positions
no A.I. or neutral players
no ruins
no events
20000 ships
20000 units
everything else default SEV settings.

Any of these settings can be changed with the mutual consent of both players.
It is not recommended that the players be
allowed to view the maps prior to the game as this takes out some of the
strategy of the game, and would eliminate the value of the Ancient Race racial
trait. However if both players prefer to have advanced knowledge of the map, it
will be allowed. The league administrator will serve as game owner for each
game. At either players request a third party can be appointed to serve as game
owner. Either player can request a third party, but both players must agree on
the person chosen.
At the resolution of each game the players will notify the league administrator. The winner will move on to the next level and face a new opponent when one becomes available. At the beginning of the K.O.T.H. league, the winner of the first top level matchup will become the first King of the hill. Thereafter, the winner of the top level matchup becomes the #1 contender and faces off against the current King of the hill.
Losers of all games have the option of moving to the next available spot at the base of the hill. They are not required to continue though and can withdraw from and rejoin the league at their convenience.
Forfeits and challenges:
In all games except those between the current K.O.T.H and the #1 contender the following rules apply. If either player in a game is unable or unwilling to compete he or she will be replaced with a new player. If he or she begins the game but abandons it before 15 turns are completed the game will be thrown out and the remaining player will compete against the next available player to reach that level. If either player abandons the game after 15 turns are complete, they forfeit and the remaining player moves up to the next level.
The current King must accept the challenge of the current #1 contender, or he abdicates. If the King abdicates, the #1 contender is crowned the new King of the hill. If either player abandons the game at any time, he forfeits and the other player becomes or retains the title of K.O.T.H..
In any case a player forfeiting or having to be replaced in a game will be removed from the hill. They may return to the league whenever they wish, but will be placed at the base regardless of their previous position.
In the event that the top level players complete their game for the title of #1 contender, and the #1 contender spot is not vacant because he or she is currently playing the current K.O.T.H., the winner of the game will be given the title of #2 contender. The #2 contender automatically becomes the #1 contender as soon as the position becomes vacant. (I don't think this will happen too often)
If the King is not currently playing and a player is available on the top level, this player will become the #1 contender and will be matched up with the King. This rule does not apply if a game is already being played on the top level.
Players must attempt to compete in any game they are eligible to in a reasonable amount of time. Every effort will be made to contact a player that has stopped playing and they will only be declared as forfeited as a last resort. The League administrator has the final say in all such matters. Please remember this is all for fun and if you are unable to play please let the league administrator know as soon as possible so that the other players are not forced to wait on you.
Game play can be suspended for reasonable periods of time for holidays, vacations, etc. but please understand if you are asked to forfeit due to a prolonged absence. The K.O.T.H. league is intended to be a dynamic game ladder and if you lose or have to forfeit, you can always start climbing the hill again.
No double identities allowed on the Hill.
